
A reported chemical incident sent Kapalama Satellite City Hall into emergency mode Friday, prompting an evacuation of the driver-licensing complex on Dillingham Boulevard and drawing a full response from ambulances, police and firefighters.
Honolulu Fire Department crews arrived after an alert came in around 10:25 a.m., and a hazardous-materials team was dispatched to the scene.
What Officials Reported
According to Hawaii News Now, video from the area showed several ambulances and a multi-agency response while officers directed vehicles around the disturbance. Emergency Medical Services treated two women, one in her 30s and another in her 50s, and both declined transport to a hospital.

The scare unfolded at Kapalama Satellite City Hall, commonly known as Kapalama Hale, the city’s driver-licensing and satellite-service site at 925 Dillingham Blvd. Per the City & County of Honolulu, the building handles driver licensing along with a range of municipal services, which typically makes it a high-traffic stop for residents.
Hazmat Response
Fire crews said a hazmat team was sent to investigate and test the area, which follows standard protocol for suspected chemical releases. In previous incidents, the Honolulu Fire Department has described HazMat procedures such as testing air quality, evacuating affected spaces and conducting decontamination when necessary.
Traffic And Local Disruption
Officers directed traffic while crews worked the scene, and services at the driver-licensing center were likely delayed during the response. Kapalama Hale sits next to a busy parking lot and a Costco gas station, and Honolulu Civil Beat has previously noted congestion and faded markings in the area that complicate access for both visitors and emergency vehicles.
