A South Philadelphia block is losing a little sleep after trail-camera footage appeared to catch a man in a ski mask strolling across rooftop decks in the middle of the night. The unsettling discovery turned up around 2 a.m. over the weekend, when a resident checking a camera meant to monitor raccoons saw something far less cute and furry. The clip prompted at least one 911 call, and neighbors asked that their street not be named publicly so the situation does not draw more attention.
As reported by 6abc, the homeowner who found the video later posted a "no trespassing" sign on their roof deck. Neighbor Bill Fitch said he spotted what he believes was the same person that night, wearing a ski mask and using a flashlight while moving across the roofs. Fitch told neighbors he called 911, and officers showed up a few minutes later, but the man was already gone. The idea that someone had been on multiple roofs left residents rattled and quietly coordinating a watchful, look-out-the-window kind of response.
What Police And State Law Cover
Pennsylvania law allows prosecutors to charge criminal trespass when someone enters or stays in a building or occupied structure without permission. The language in Justia for 18 Pa.C.S. § 3503 covers entering, using subterfuge to gain entry, or remaining in an occupied structure in a surreptitious way, which can include private roof decks when the occupant has not given consent. Investigators decide what to send to prosecutors based on the available evidence, such as surveillance video, witness statements, or any physical signs that someone was there.
Neighbors Lock Up And Watch The Skies
Neighbors told 6abc they think the man got onto the roofs by slipping through a broken alleyway gate next to an abandoned house. Since then, people on the block have been locking doors more carefully, propping bikes against access points, and putting up warning signs. "I feel like he's gonna come back. I feel paranoid, really," Fitch said, while other residents called the situation "very violating." The 911 call brought officers to the area, but by the time they arrived the person had vanished into the night.
Not An Isolated Worry
The rooftop incident lands on top of a run of other masked encounters in South Philly. Earlier this month, a masked pickax attacker reportedly hit a neighborhood kickboxing studio for the third time in early April, adding to residents' unease. While the situations are different, neighbors say the drumbeat of odd masked activity has them locking up faster and calling things in sooner.
How To Report Suspicious Activity
If you spot someone on your roof or see a possible intruder in real time, call 911 immediately. For information that comes in after the fact, the City of Philadelphia runs an anonymous tip line at 215-686-TIPS (8477), along with an online form and an email address at [email protected]. Neighbors who notice broken alley gates or repeated trespassing are encouraged to document what they see, avoid direct confrontations, and share any video or detailed descriptions with police so investigators can keep piecing together what happened.
