A Placer County judge on Wednesday handed a 34-year-old woman a staggering 175-years-to-life prison sentence after a jury found she repeatedly sexually abused two young relatives who were in her care.

Samantha Shurtliff was convicted on seven counts of committing lewd acts on a child under 14, along with a special-circumstance finding that the crimes involved more than one victim. Prosecutors told the court the abuse began when the children were just 6 and 8 years old and continued while they lived in Shurtliff's custody.

According to CBS Sacramento, the Placer County District Attorney's Office said Shurtliff forced the children to perform sexual acts on a regular basis. One child told investigators the abuse occurred "around 100 times." Prosecutors said that when a victim resisted, Shurtliff would dig her nails into their hands and punish them, including threatening to send them to an orphanage if they spoke up.

Prosecutors said the abuse finally surfaced when one of the children confided in a neighbor at a neighborhood pool. Both victims, now 9 and 11, delivered impact statements at the sentencing hearing, according to CBS Sacramento. The Placer County District Attorney's Office called the case particularly egregious because the children were relatives placed in Shurtliff's care.

How The Sentence Reached 175 Years To Life

Under California law, certain sex crimes against children can carry a 25-years-to-life term, and when there is more than one victim, judges can stack those terms consecutively. That is how a case involving multiple counts can balloon into a sentence that stretches well beyond a normal lifespan.

California courts have upheld aggregate sentences like 175 years to life when multiple 25-to-life terms are imposed one after another. In People v. Jimenez, for example, consecutive 25-to-life terms in a multi-victim child sex abuse case added up to a 175-year sentence. The Court of Appeal's reasoning is laid out in its opinion, available on Justia.

Placer County's Tough Stance And Prevention Efforts

Shurtliff's punishment is one of several lengthy child sex abuse sentences out of Placer County in recent years, a pattern local officials say reflects both the gravity of the crimes and a focus on protecting children.

In a separate case, an Auburn-area man was sentenced in 2024 to 135 years in prison after being convicted of lewd acts on multiple children, as reported by KOLO. Beyond prosecutions, the Placer County District Attorney's Office runs the AppSafe program and related outreach to warn parents about online grooming and to offer prevention tips, according to the DA's AppSafe initiative.

At Shurtliff's sentencing, the judge imposed the full 175-years-to-life term urged by prosecutors, who argued it reflected the scope and duration of the abuse. Both children's impact statements were entered into the court record as the hearing concluded. Prosecutors said the special-circumstance finding for multiple victims is what allowed the court to impose such extended indeterminate terms.
