
What started as a federal search at a Seaview home has spiraled into a separate, deeply personal criminal case. A 27-year-old Seaview man was arrested last Thursday after a search by federal agents led local deputies to open an investigation into alleged sexual abuse of a family member. He has since been booked into the Pacific County Jail on incest-related charges.
Federal search leads to separate investigation
Detectives say they were assisting FBI agents serving a warrant at the Seaview residence that targeted alleged online communications with a minor and child pornography. While officers were on scene, a female occupant told deputies she had been physically and sexually abused by her older brother between 2016 and 2017, when she was about 14. That disclosure prompted a separate criminal inquiry, according to KOMO News.
Booking and charges
County jail records identify the suspect as Alexander Guerra Alvarez and show he was booked on May 28 into the Pacific County Jail. The county booking roster lists charges that include rape of a child in the first degree, incest in the first and second degrees, and child molestation, according to the Pacific County Jail roster.
What the charges mean under Washington law
Under Washington law, incest in the first degree is a class B felony and incest in the second degree covers sexual contact between close relatives, as defined in RCW 9A.64.020. A class B felony carries a statutory maximum of up to 10 years in prison and a fine of up to $20,000 under RCW 9A.20.021, although actual sentences are determined under the state’s Sentencing Reform Act.
Investigation continuing
Investigators told KOMO News that the suspect participated in a recorded interview in which he admitted to inappropriately touching the victim and to multiple assaults that matched her account. They also said he disclosed four additional incidents that had not been previously reported. Detectives say they are continuing follow-up work to determine whether additional criminal charges will be filed.
