
Chapel Hill is putting its money where its parking meters are to keep a fast-growing robotics company downtown.
The Town Council voted unanimously Wednesday to approve a package of parking breaks and cash incentives meant to keep homegrown firm Blue Sky Robotics in the downtown core. The deal ties up to $261,000 in parking credits to a $57,000 cash grant paid out over five years, backing the company’s planned headquarters at Innovate Carolina Junction. Blue Sky has told town leaders it expects to add 152 full-time positions over the next five years with an average wage topping $77,000.
Council Signs Off On Parking Credits And A Grant
The council’s 9-0 vote gives Blue Sky Robotics Inc. access to as much as $261,000 in parking credits, plus a $57,000 grant distributed in five annual payments, according to the News & Observer. Town economic development staff told council members that the company’s relocation and buildout could total more than $1.55 million in downtown investment and help boost both tax revenue and income from town-owned parking.
A Homegrown Startup With University Roots
Blue Sky spun out of Launch Chapel Hill’s Powered by KPMG accelerator and was founded by Steven King, a UNC professor who helped turn campus research into a commercial venture, according to KPMG. Launch Chapel Hill lists Innovate Carolina Junction, the building at the center of the incentive agreement, at 136 East Rosemary Street, where Blue Sky is slated to anchor its downtown operations.
Parking Deck Becomes A Bargaining Chip
In a town where curb space is practically a contact sport, Chapel Hill has started using its newest parking deck as an economic development tool. The 125 East Rosemary structure officially opened in August 2024, Chapelboro reported. The town’s fiscal year 2025 manager’s recommended budget also flags pressure on the parking fund and notes that the East Rosemary deck is expected to help stabilize parking revenues as Chapel Hill courts more downtown growth.
The Numbers: Jobs, Pay And Returns
Under the agreement, Blue Sky has committed to hiring 152 full-time employees over five years with an average salary above $77,303, with at least 106 of those positions paying $70,442 or more, the News & Observer reports. Town staff and economic development officials estimate the company’s presence could generate more than $2 million in combined property tax revenue and parking fees for Chapel Hill over the next decade.

Blue Sky lists Chapel Hill contact information and a local footprint on its company site and is expected to build out offices at Innovate Carolina Junction as it scales, per Blue Sky Robotics. Town staff will track the company’s hiring and investment milestones over the next five years as they release each round of incentive payments.
