
Primary care is moving in upstairs at UF Health Jacksonville’s new Intracoastal emergency and urgent care hub on Atlantic Boulevard, with a 12,500-square-foot clinic planned for the second floor just west of the Intracoastal Waterway. Plans call for roughly two dozen exam rooms, physician offices, lab space and other support areas, and a sign posted at the site still points to a fall 2026 opening for the overall complex. Marand Builders is handling the medical-office build-out on the second level while construction continues on the ground-floor ER and urgent care.
City Scrutinizes Second-Floor Clinic Build-Out
The city is currently reviewing a permit application to complete the second-floor space at 13701 Atlantic Blvd., an interior build-out estimated at almost $2.83 million, with Marand Builders Inc. of Jacksonville Beach listed as the contractor, according to the Jacksonville Daily Record. Plans filed with the city show room for about two dozen exam rooms along with lab functions and physician office uses, and the on-site sign continues to advertise a fall 2026 opening.
Big Price Tag, Clear Timeline And Deep Pockets
Construction on the broader UF Health Emergency & Urgent Care - Intracoastal project kicked off with a Sept. 24, 2025, groundbreaking, and city permitting records put the ER and urgent-care portion of the work at almost $12.7 million, while total permitting shows roughly $21.6 million for the overall build, according to the Jacksonville Daily Record. Shands Jacksonville Foundation’s $5 million purchase of the Atlantic Boulevard parcels in May 2025 pushed the total project value above $26 million. “These sites have been a great addition to our care delivery system throughout Jacksonville,” Patrick L. Green said in the release, and Intuitive Health’s CEO Thom Herrmann added, “By adding a fourth location in Jacksonville, we’re making it even easier for patients and families living along the shoreline to access the right level of care.”
How The Hybrid ER-Urgent Care Model Plays Out
The Intracoastal site is part of UF Health’s rollout of “hybrid” ER-urgent care centers that put 24-hour emergency services and urgent care under the same roof so clinicians can sort out which level of care a patient actually needs, a setup that can trim costs for some patients but has also raised questions about billing incentives, as reported by KFF Health News. The centers operate in partnership with Intuitive Health, which says the model helps health systems widen access and streamline operations, according to Intuitive Health’s newsroom.
What It Means For Jacksonville Patients Near The Beaches
UF Health’s hybrid locations already include Baymeadows, New Kings and Lane Avenue, and the Intracoastal campus is set to become the fourth in that lineup, expanding 24/7 options for neighborhoods east of the Intracoastal and closer to the Beaches, according to UF Health Jacksonville. Supporters say putting primary care in the same building as emergency and urgent services could tighten up follow-up care and help cut down on repeat ER visits, while consumer advocates continue to urge patients to take a close look at billing rules before deciding where to go.
With permit reviews in progress and construction still underway, UF Health says that once the second-floor clinic offices open alongside the ground-floor ER and imaging suites, the Intracoastal complex will give local residents another round-the-clock option for both urgent issues and ongoing primary care needs.
