HSI reviewed Interpol records and worked to trace where the material had been shared online before domestic agents opened the investigation.

Digital Clues, Hospital Records And A Detroit Arrest

Investigators told federal agents the files circulated in private messaging groups, including a Potato Chat channel and, in March, a Signal group, and were distributed in a group chat named "Only toddlers," according to ClickOnDetroit. Details inside the clips, a toddler's T-shirt tied to a Dearborn spring running event, and an adult wearing a hospital patient wristband and a wrist brace, prompted agents to contact the Michigan Department of Health and Human Services' Office of Inspector General. That, investigators say, led them to patient records for Molik Phillips at Detroit Receiving on Jan. 16, 2025, and at Henry Ford Emergency Room on Jan. 21, 2025.

Federal search warrants were obtained around June 5 and executed the same day. Agents arrested Phillips at his home and seized multiple electronic devices, including an unlocked iPhone, where investigators say they found Telegram conversations and thumbnails that appeared to depict toddlers. Court records show Phillips remains jailed and that a June 10 detention hearing was postponed.

Phillips is charged in a federal complaint with sexual exploitation of a minor and with distributing and possessing child sexual abuse material, which prosecutors typically bring under Title 18.
