A partial air-conditioning failure at the state-run Baltimore City Youth Detention Center turned a hot summer night into a rough one for nine teens, who were moved to cots in an overflow gym as indoor temperatures climbed into the 80s. Staff scrambled with fans, ice, and cold drinks, and officials say none of the young people needed medical treatment. The timing was brutal, coming as daytime highs hit the upper 80s across Baltimore and once again spotlighting chronic maintenance and staffing strains at the downtown lockup.
State: Fans, Ice and Extra Watch Kept Youths Safe
In a statement to The Baltimore Banner, Maryland Department of Public Safety and Correctional Services spokesperson Keith Martucci said the facility experienced a partial AC outage and that staff "immediately deployed fans with an ice cooling feature and continues to provide ice and cold beverages to ensure the safety and comfort of the nine juveniles." Martucci told the outlet that "at no point have youth experienced medical issues related to the outage."
Where the Center Sits and Who It Holds
The Youth Detention Center - a state-operated lockup for teens charged as adults - is listed at Maryland DPSCS by the Maryland Department of Public Safety and Correctional Services. The facility typically holds about 82 boys and girls on average and provides counseling, education, and medical services on site, according to The Baltimore Banner.
Oversight Flagged Recurring Problems
The AC trouble did not come out of nowhere. Independent monitors had already been flagging a run of maintenance and staffing issues at the Baltimore site. In its response to the Office of the Correctional Ombudsman, the Department of Juvenile Services said facility-level reviews had identified rodent problems and HVAC failures and that "climate system repairs are ongoing," according to a DJS response posted by Maryland DJS. Advocates and the Maryland Office of the Public Defender raised alarms after a December heating malfunction left dozens uncomfortable, as reported by CBS Baltimore.
Why Temperature Control Matters
Health officials have been clear that kids and teenagers are more vulnerable to heat-related illness when they are stuck in warm indoor spaces for long stretches. The National Weather Service and the CDC both warn that younger people and those with medical conditions face higher risks of heat exhaustion and heatstroke during hot spells.
State Says AC Repairs Are Underway
State officials say crews are working to repair the malfunctioning unit and to limit further disruption while the job gets done. In its communication with the ombudsman, DJS said it has stepped up pest control and prioritized HVAC repairs at the Baltimore facility and will keep monitoring conditions and updating stakeholders as work moves ahead, according to Maryland DJS.
