
New Yorkers who qualify for a free air conditioner and professional installation through New York’s Essential Plan Cooling Program are up against the clock today, with the application set to close at 5 p.m. The program is designed for Essential Plan enrollees whose health is worsened by extreme heat, and units are handed out on a first-come, first-served basis in a final push before the summer’s real scorchers arrive.
The deadline got an extra spotlight in a social post from Mark D. Levine on X, who urged eligible Essential Plan members to file their applications before the cutoff. The reminder stresses how little time remains for people who need cooling in place before the worst heat later this summer.
What the program offers
According to NY State of Health, approved applicants receive a free air conditioner that is delivered and installed by an approved vendor. If a unit cannot be safely installed, the program provides a fan instead. The state sets maximum installation costs: up to $900 for window or portable AC units, $500 for a standing floor fan, and $1,100 for replacing an existing wall-sleeve unit. Each eligible person can receive only one cooling unit every five years. After installation, the equipment belongs to the household, and vendors help register any manufacturer warranties.
Who qualifies
Applicants must be enrolled in NY State of Health’s Essential Plan and attest to having one or more heat-sensitive conditions. Program eligibility was expanded for 2026 to include 16 qualifying conditions, including persistent asthma, COPD, cardiovascular disease, chronic migraine, chronic kidney disease, pregnancy, and certain mental-health diagnoses, as part of broader state heat-resilience efforts described in a recent state announcement. How to apply and what to expect
New Yorkers must complete the online application operated through the Health Research, Inc. portal, which is estimated to take about five to ten minutes. Applicants submit their request there and are told to expect an approval or denial by email in roughly two to three weeks. Other cooling help and deadlines
The statewide portal notes that applications are being accepted through August 31, 2026, or until funding is exhausted, but the money is limited and application rounds can close once funds are spoken for. For context, the separate HEAP Cooling Assistance component shut down earlier this month, which leaves the Essential Plan Cooling Program as one of the main remaining in-home options for vulnerable New Yorkers this summer. Anyone who received a HEAP cooling unit within the last five years is not eligible for this program.
