
Federal prosecutors say a 25-year-old Cecil County man has been caught at the center of a disturbing Snapchat child sex abuse case that has now jumped from local to federal court.
Charles Frederick Clarke Jr., of North East, was federally indicted Wednesday on multiple counts that accuse him of sexually exploiting children and is being held without bond ahead of a detention hearing set for Friday. Investigators say they recovered explicit videos of minors tied to Clarke’s online accounts and devices, and prosecutors have now brought the case into U.S. District Court in Maryland.
According to reporting cited in court documents, the indictment covers footage recorded between October 2024 and October 2025. Prosecutors say the youths depicted in the material were born in 2011 and 2012. Clarke has not yet entered a plea to the federal charges.
Indictment and Alleged Evidence
As reported by The Baltimore Sun, the federal indictment includes five counts of sexually exploiting a child and eight total charges filed in the U.S. District Court for Maryland. Federal agents say they reviewed six videos that allegedly showed minors engaged in sexual conduct.
According to the indictment and related filings, those files were located on a Snapchat account that prosecutors say is linked to Clarke, under the handle “murda_mann247,” and on a Samsung cell phone. Court records cited by The Baltimore Sun describe a trail of digital evidence that federal authorities say ties the explicit material back to Clarke’s accounts and devices.
State Court History and Probation Problems
While the federal case ramps up, Clarke’s name is already familiar on Cecil County dockets. Maryland court records show he has an existing state court history in the county, including an Alford plea to reckless endangerment and multiple probation violations, according to Maryland Judiciary online records.
Docket entries reviewed in those records indicate Clarke has violated probation three times and that two of his prior criminal cases have been reopened in Cecil County Circuit Court, including one tied to a 2021 shooting in Elkton. The same records list additional violation of probation hearings set for next month, which means Clarke could be fighting on two legal fronts at once as the federal matter moves forward.

For now, Clarke remains in custody ahead of Friday’s federal detention hearing. He is next due to be arraigned in U.S. District Court for Maryland on the new indictment, The Baltimore Sun reports.
The federal counts include allegations of possession and distribution of child sexual abuse material, offenses that carry significant potential penalties under federal law, with any punishment ultimately guided by federal sentencing rules. Meanwhile, those reopened state cases and the upcoming probation violation hearings in Cecil County Circuit Court could affect how long Clarke stays in custody and how both sets of cases are scheduled.
