A late spring drive on Highway 18 turned tragic Saturday, May 30, when a head-on collision near Otis in Tillamook County left a Salem man dead and four other people with serious injuries. The passenger who died at the scene was identified as 43-year-old Patrick John Stubblefield of Salem. Troopers said several people were rushed to area hospitals, and the highway was shut down for hours while investigators combed through the wreckage.

How the Crash Unfolded

According to Oregon State Police, a black Cadillac sedan driven by 43-year-old Brandon Westly Joslin of Scotts Mills was headed east on Highway 18 near milepost 13.5 when it failed to make a turn and crossed into the westbound lane. The Cadillac slammed into a westbound gray Hyundai Sonata driven by 22-year-old Hannah Louise Parsons of Elgin in a head-on collision. The force of the impact killed Stubblefield, who was riding in the Cadillac, and left multiple people with serious injuries.

Victims and Response

Troopers said Joslin, the Cadillac’s driver, was transported to a nearby hospital with serious injuries. The Hyundai’s driver, Parsons, and two adult passengers were also taken to hospitals, all with serious injuries. Highway 18 was partially or fully closed for about three hours while first responders, including North Lincoln Fire and Rescue and Grand Ronde Emergency Services, worked the crash scene and cleared debris, as reported by the Tillamook County Pioneer. Officials have not released any findings related to possible impairment or charges and say the case remains under investigation.

Statewide Safety Context

This fatal wreck is one of many serious crashes on Oregon’s highways this year, part of a pattern state officials are tracking as they decide where to focus safety upgrades. The Oregon Department of Transportation maintains an interactive Crash Analysis & Reporting viewer and related data tools used by planners and engineers to pinpoint problem spots and prioritize improvements, according to the Oregon Department of Transportation. Local and regional agencies often highlight centerline treatments and similar roadway changes as ways to lower the risk of vehicles drifting into oncoming traffic.

Investigation Ongoing

Oregon State Police said their Collision Reconstruction Unit is leading the detailed investigation to determine the exact sequence of events that caused the Cadillac to enter the westbound lane. Troopers were assisted on scene by the Oregon Department of Transportation and local fire and EMS crews. The agency described the investigation as active and said more information will be released when it becomes available, per Oregon State Police.
