A Placer County judge yesterday sentenced Fernando Jimenez to life in prison without the possibility of parole after a jury convicted him of killing a man whose body was later dumped in a Rocklin parking lot. The victim, identified by authorities as 45-year-old Richard Rodrick Williams, was found in December 2023 near an Ace Hardware distribution center. Prosecutors said Jimenez transported and discarded the body, and the case has drawn fresh scrutiny because he was participating in a court-ordered mental health diversion program at the time of the killing.
The jury found Jimenez guilty of first-degree murder on March 20, and yesterday a Placer Superior Court judge imposed life without parole, according to The Sacramento Bee. Prosecutors say Jimenez initially denied involvement but later admitted to transporting and disposing of Williams' body, and investigators reported finding blood evidence in his apartment and vehicle. The district attorney's office argued that Jimenez's record and conduct justified the toughest sentence available under state law.
Before the homicide, Jimenez had been allowed into a court-ordered mental health diversion program in Sacramento County after a separate assault on an elderly neighbor, and prosecutors highlighted that history while pushing for a harsh sentence. The broader policy fight is now playing out statewide, with lawmakers weighing changes that would give judges more discretion to deny diversion in violent cases, as reported by CalMatters. Supporters of reform say this killing underscores the need for tighter screening, while defenders of diversion warn that high-profile failures should not be used to gut treatment options for people with serious mental illness.
How prosecutors say they tied Jimenez to the crime
Detectives reviewed security camera footage that showed a vehicle entering the Rocklin warehouse lot shortly before Williams' body was left there and later traced that vehicle to Jimenez. Security video from Jimenez's home reportedly showed him moving the body in a large cooler on a hand truck before loading it into his vehicle, and prosecutors said he discarded Williams' cellphone, blankets, towels and furniture in an effort to destroy evidence, according to The Sacramento Bee. Placer County District Attorney Morgan Gire said in a news release that the case "highlights the very real dangers that mental health diversion presents to communities across the state."
Where Williams' body was found
An employee discovered Williams unresponsive around 8 p.m. on Dec. 20, 2023, outside an Ace Hardware distribution center near Industrial Way and Cyber Court in Rocklin, according to CBS Sacramento. Placer County deputies determined he had suffered a fatal gunshot wound to the head, and the Sheriff's Office later identified him as 45-year-old Richard Rodrick Williams. Detectives say surveillance and physical evidence led them to a suspect the following morning and quickly set the case on its path to trial.
Sentence, enhancements and next steps
The jury's verdict included an enhancement for use of a firearm and a special-circumstance allegation tied to a prior murder conviction, which prosecutors say qualified Jimenez as a third-strike offender under California's three-strikes law and exposed him to a life-without-parole sentence. The Placer County probation department described Jimenez in its sentencing report as having a disturbing lack of empathy and said he poses a continuing danger to the community. Jimenez remains in custody, and defense lawyers could pursue post-trial motions or appeals in the coming weeks as the case continues through the courts.
