The financing stack includes a $2 million Beltline loan and more than $43 million in equity generated through 4 percent Low Income Housing Tax Credit financing.

Timeline and What to Expect

The Beltline's project timeline shows the agency bought the Garson parcel in December 2020, issued a developer RFP in January 2023 and formally tapped the Pennrose and Radiant team in August 2023. Urbanize Atlanta notes that tax credits were awarded in early 2024 and that the team is now working to close financing and begin construction in 2026, with a formal groundbreaking ceremony scheduled for August 2026. Pre leasing is targeted for early 2028 ahead of a planned May 2028 completion.

Urbanize Atlanta also reported that Beltline officials are framing Garson Drive as one piece of a larger push to lock in thousands of affordable homes. The agency has committed to creating or preserving 5,600 affordable units near the 22 mile loop and says it has already built or preserved more than 4,400 units inside the Beltline Tax Allocation District. ABI has also identified dozens of acres for future affordable housing and a pipeline of roughly 500 additional affordable units in development near the trail.
