
A 19-year-old bicyclist was killed Tuesday in a violent collision at E. Main Street and NE Century Boulevard in Hillsboro, a crash police say likely involved excessive speed. The rider, identified as Connor Logan Navarro, died from injuries suffered in the wreck. The driver was later taken into custody on suspicion of crimes related to Navarro’s death.
Hillsboro police identified the driver as 35-year-old Guillen Contreras Salvador-Jaime and said he was arrested on suspicion of second-degree manslaughter and reckless driving, according to the Hillsboro Police Department. In a brief statement, the department said the crash happened Tuesday at E. Main and NE Century and noted that the case is still under investigation.
Crash Reconstruction Team Called In
The Washington County Crash Analysis Reconstruction Team, known as CART, responded to the scene to document physical evidence and help piece together how the collision occurred, according to the Washington County Sheriff’s Office. CART is a multi-agency group that uses surveying tools and 3D scanners to map skid marks, vehicle damage and other crash details in cases that may result in felony charges.
Charges and Legal Context
Police said Salvador-Jaime was booked on suspicion of manslaughter in the second degree and reckless driving. Prosecutors will review the arrest and the investigative file before deciding on formal charges. Under Oregon law, second-degree manslaughter generally applies when a death is caused recklessly and is classified as a Class B felony, according to ORS 163.125. Any eventual sentence would depend on the specific charges filed and the sentencing guidelines applied.
What Happens Next
The investigation remains active. Hillsboro police plan to forward CART’s findings to the Washington County District Attorney’s Office for review and charging decisions. Investigators are asking anyone who witnessed the crash or has video from the area to contact the department, and media or public records requests are being directed to the Hillsboro Police Department’s public information office. Police said Navarro’s family has been notified. City officials are expected to share additional updates as the case moves forward.
