What started as online chatter on TikTok has ended with a 20-year-old Texas man sitting in a Texarkana jail, accused of grooming and threatening a 10-year-old girl. Investigators say Raymond Oscar Harlen used TikTok and text messages to contact the child, with the conversation escalating from comments on her posts into sexually explicit messages and a short video showing firearms. Authorities say he was arrested in mid-June and extradited to Miller County, where he is being held pending charges.

Harlen faces a slate of felony counts, including sexually grooming a child, sexual indecency with a child, sexual extortion, grooming a minor for future sex trafficking, terroristic threatening in the first degree and use of a communication device, according to PEOPLE. The outlet reviewed online court records and an affidavit that prosecutors have cited in their investigation.

How Investigators Say The TikTok Contact Started

According to Law&Crime, law enforcement reports that the communication began after Harlen allegedly commented on the girl's TikTok posts. From there, deputies say it moved into direct messages and texts. The victim's mother contacted deputies on May 18 after discovering the messages, according to the outlet.

The affidavit reviewed by investigators states that the child told the man she was 13, but that he allegedly continued the exchange and pushed it toward sexual content, authorities say.

Threatening Video And Alleged Coercion

The affidavit further alleges that Harlen sent a nonexplicit photo of himself to pressure the child into sending sexually explicit images, according to PEOPLE. Investigators say he later sent a roughly 12-second video showing someone holding a Glock-style handgun, with other firearms visible in the frame.

How Detectives Tracked Him Down

A detective traced phone numbers linked to the messages back to Harlen and compared a driver's-license photo with an image he allegedly sent to the girl, according to reporting by KABB/Fox San Antonio. That identification led to his June 17 arrest in Johnston County, Texas, and subsequent extradition to Miller County.

He is being held at the Miller County Detention Center on a $500,000 bond while prosecutors prepare formal filings, the outlet reports.

What The Arkansas Charges Carry

The terroristic-threatening allegation is no small matter under Arkansas law. Terroristic threatening in the first degree is defined as a threat to cause death or serious physical injury with the purpose of terrorizing another person and is treated as a felony under Ark. Code § 5-13-301, legal texts show.

The other counts, including sexual extortion and grooming for future sex trafficking, are commonly prosecuted as felonies and can be charged alongside each other depending on what investigators say they found.

How To Report And Protect Kids Online

Authorities and child-safety groups stress that parents should act quickly if they suspect grooming or sextortion. They recommend preserving messages, taking screenshots and reporting concerns to local police and national resources right away.

The National Center for Missing & Exploited Children operates the CyberTipline for online exploitation reports at report.cybertip.org (or by phone at 1-800-THE-LOST). Investigators advise not deleting potential evidence while also blocking the offending account and contacting law enforcement.
