Blue Dahlia, a forthcoming tea room from owner Edna Isayan, is aiming to open its doors by the end of the year at 10016 Commerce Ave in Tujunga. Plans filed with the city outline renovations to a roughly 956-square-foot unit that would add a kitchen, dining area and storage, with room for about 30 to 40 customers. Isayan told reporters the team is in the permitting phase and targeting a late-year opening.
Plans and permitting
According to What Now Los Angeles, Isayan confirmed that Blue Dahlia is working its way through Los Angeles City Planning's intake and permitting steps and is eyeing a debut toward the end of the year. The outlet reviewed the City Planning filing, which describes interior work to convert a former retail space by installing a kitchen, adding storage and arranging seating throughout the dining room.
Neighborhood sign-off
The Sunland-Tujunga Neighborhood Council signaled its support earlier this year, including a letter backing a change of use for 10016 Commerce Ave on the consent calendar for its March 11 meeting, according to the council's minutes. The item passed 11–0 in favor, per the STNC record, indicating neighborhood stakeholders have been briefed and raised no formal objections.
About the building
Commercial listings describe the parcel at 10016 Commerce Ave (APN 2568-007-017) as having a total building footprint of roughly 1,320 square feet, while the planning filing specifies a 956-square-foot tenant space slated for conversion to a tea room. LoopNet lists parcel information and zoning details for the site.
What’s next
Because the project involves a change of use and interior construction to convert a retail unit into a restaurant, it still has to clear plan checks and secure building permits before any buildout begins, and it could need additional approvals depending on its final operations. The city's small-business materials outline steps such as case filing, zoning clearance and plan review through the Development Services portals. The LA Business Navigator and BuildLA platforms provide guidance on those processes for applicants.
What we still don’t know
What Now Los Angeles reports that the Blue Dahlia team has not yet released a menu or public design mockups, and that Isayan is still finalizing those elements while permitting moves forward. Further details are expected as plans are locked in and city approvals progress, and What Now Los Angeles noted it was awaiting additional information.
