What started as a quiet spring investigation in Cecil County ended with two men in handcuffs and kilos of cocaine on an evidence table, according to Maryland State Police. After a months-long probe that stretched into Delaware, troopers on Friday arrested 42-year-old Kevin Purnell Johnson and 41-year-old Tony Alexander Griffin, both of Cecil County. The two were taken into custody without incident and are being held without bail at the Cecil County Detention Center. Investigators say they were targeting what they describe as a local trafficking organization using multiple residences and a storage unit to stash drugs, and that the case produced a sizable narcotics haul along with a firearm.
How the probe unfolded
Per WCBM, the investigation kicked off in March when the Maryland State Police Strategic Operations Group-North teamed up with the Elkton Police Department Street Level Crimes Unit. After developing probable cause, investigators secured search warrants and began following what they believed was an emerging pattern of drug distribution. That work led to warrants on three residences and a vehicle in Cecil County, along with a storage unit over the state line in Delaware. Because the trail crossed into another state, Maryland troopers coordinated the Delaware searches with the FBI’s Delaware Violent Crime and Safe Streets Task Force and the Delaware State Police Troop 2 Governor’s Task Force.
State police and local partners
The Strategic Operations Group-North has been running similar long-haul investigations in Cecil County this year, often in concert with local drug task units, according to Maryland State Police. That office reports that these operations typically weave together traffic stops, intelligence gathering and search warrants, starting with street-level activity and working up the ladder. State police have said the goal of these joint efforts is to disrupt the higher rungs of local distribution networks rather than rack up short-term arrests that leave the broader supply chain intact.
What was seized and the arrests
Search warrants ultimately turned up 5 kilograms, recorded on police reports as 5,599.3 grams, of compressed cocaine, along with 44.56 grams of crystal methamphetamine and one polymer 9mm semi-automatic pistol, authorities said. According to WCBM, troopers made their move Friday around 8 p.m., taking Johnson and Griffin into custody without incident. Both men were presented before the Cecil County District Court commissioner and then transported to the detention center, where they are being held without bail. Police said the pair face multiple felony drug charges and noted that the broader investigation is still active.
Legal implications
Under Maryland law, distributing or possessing with intent to distribute a Schedule I or II narcotic such as cocaine is a felony that can result in substantial prison time, with stiffer penalties available in high-volume cases. The Maryland Court of Appeals and the Criminal Law Article's §5-602 spell out how possession with intent is defined and outline the framework for so-called volume-dealer enhancements that prosecutors frequently point to when multi-kilogram quantities are involved.
