
A late-night scare at an Apple Valley McDonald’s ended with a Minneapolis man in handcuffs after police say he tried to rob the restaurant, claimed he had a gun, and then hurled a rock through the window of a marked squad car. Officers were already on scene and quickly arrested the suspect, and no injuries were reported.
What prosecutors allege
According to Dakota County prosecutors, 44-year-old Richard Anthony Mouneu is charged with attempted second-degree aggravated robbery and first-degree criminal damage to property, a felony tied to damage involving a public-safety vehicle. The incident allegedly unfolded around 10:58 p.m. Wednesday.
Prosecutors say a McDonald’s employee told officers that Mouneu demanded cash from the register and repeatedly insisted he had a gun while keeping both hands in his pockets. He ultimately left without any money. Officers at the restaurant then reportedly watched him throw a rock through the passenger-side window of a marked Apple Valley police squad before taking him into custody. Those allegations are laid out in a criminal complaint filed in Dakota County District Court, according to Limitless Media News.
Past convictions and related cases
Court records show Mouneu has a lengthy criminal history in Minnesota, and an earlier 2021 incident in which he allegedly threatened a store employee has previously drawn media attention. A 2021 report by CBS Minnesota detailed a prior robbery charge against him involving an alleged threat to a Walmart worker.
More recent filings indicate Mouneu also faces separate Olmsted County charges from an October 2025 incident in Rochester, including controlled-substance and related counts. Those pending matters appear in county booking records cited by The Watch MN.
Bail and next steps
Prosecutors argued in court that Mouneu poses an ongoing public-safety risk and pushed for a steep bail amount. They asked for $50,000 without conditions, or $40,000 with conditions, and the judge set bail in line with that request.
After the arrest, officers searched Mouneu and found an unused syringe, prosecutors say. Mouneu also allegedly admitted to recent methamphetamine use, according to Limitless Media News.
