Fowlkes and Godwin were already known to law enforcement. WBAL detailed that earlier case and noted they were both 16 when those arrests were made.
What A First‑Degree Murder Charge Really Means
Under Maryland law, first‑degree murder covers deliberate, premeditated killings along with some deaths that happen during certain felonies. A conviction carries a potential life sentence and, under specific procedures, life without the possibility of parole. Those definitions and penalties are spelled out in the state’s murder statute. Maryland Code § 2‑201
What Happens Next In The Case

Investigators are still asking anyone with information to contact Eastern District homicide detectives at 410‑396‑2433 or to submit an anonymous tip to Metro Crime Stoppers at 1‑866‑7LOCKUP, according to the police advisory.
