Baltimore is handing one of Maryland’s most consequential public development jobs to Lindsey V. Parker, a veteran Washington official who helped run Muriel Bowser’s administration and now is set to steer the agency behind Camden Yards, M&T Bank Stadium and Pimlico Race Course.
Parker will become the next executive director of the Maryland Stadium Authority in September, succeeding Michael Frenz, who retired this year after leading the authority since 2008. The Banner reports that longtime board member Manervia Riddick is serving as interim director during the transition.
Maryland’s Stadium Authority Is Much More Than Stadiums
The authority began in 1986 with a mission tied to financing and developing stadium facilities in the Baltimore area, but its reach has expanded across the state. According to the MSA history, the agency now works on sports venues, convention centers, schools, community facilities and vacant-property demolition projects.
That portfolio comes with a packed construction calendar. The authority is managing ongoing work at Oriole Park, M&T Bank Stadium and Pimlico, while recent state plans also put it at the center of Maryland’s broader horse-racing redevelopment strategy.
Parker Walks Into A Camden Yards Moment
The timing gives Parker little runway for a quiet orientation period. The authority says the first phase of Oriole Park’s renovation included $135 million in upgrades, with another phase expected after the 2026 Orioles season, while the board also approved a $48.5 million Laurel Park acquisition tied to the future of Maryland racing.
The authority’s hiring brief described an organization with roughly 128 employees, a $70 million operating budget and major relationships with the Orioles and Ravens. It also identified the Camden Yards Sports Complex as a potential year-round mixed-use development area, giving Parker a job that reaches well beyond game-day operations.
From Bowser’s Inner Circle To Maryland’s Sports Economy
Parker currently serves as a senior adviser to Bowser and previously held roles including chief of staff, assistant city administrator and chief technology officer, according to her DC biography. Her Washington work has included large-scale government operations, technology modernization and coordination across public agencies and private-sector partners.
That background is likely to matter as Maryland balances stadium renovations, public financing, team relationships and development ambitions around Camden Yards. Parker will report to the Stadium Authority’s board, taking over an agency in the middle of a particularly busy stretch for Baltimore sports and statewide construction.
