
Sweetwater Union High School District is locking in a long-term home for its online students, signing a 15-year lease that tucks Launch Virtual Academy into the lower level of Chula Vista’s new four-story Millenia Library. The deal gives the virtual middle and high school program about 8,700 square feet of permanent space just as the library is set to open this summer.
Lease terms and building upgrades
The lease covers roughly 8,687 square feet on the Millenia building’s lower level for 15 years and comes with a very gradual rent ramp-up. According to a City of Chula Vista staff report, Sweetwater will pay 10 dollars a month for the first five years, then 5,000 dollars a month for years six through ten, with a shift to market-rate negotiations starting in year 11.
The city will cover an estimated $4 million in tenant improvements up front, and the district will reimburse those costs over time, according to the same report. The City Council signed off on the agreement on May 5, clearing the way for construction crews to build out Launch’s new home alongside the rest of the library.
Voices from the district and city
District officials say the move finally plants Launch in the community it serves instead of leaving it entirely in the cloud. "The Millenia location gives Launch a permanent physical presence in the community," Salima Namu told The San Diego Union-Tribune.
Mayor John McCann, who has repeatedly pitched Millenia as more than a place to check out books, framed the project as part of that broader vision. He described the building as always envisioned as more than a traditional library, according to the same outlet.
What Launch will offer
Launch Virtual Academy is a blended independent-study program that serves students in grades 7-12, combining online coursework with periodic in-person activities and support. The California Department of Education school directory lists Launch as opening in 2021, and the academy’s own materials note that it continues to offer a mix of virtual instruction and on-site enrichment opportunities for families across the county.
How this fits into a bigger plan
Sweetwater’s lease is only one piece of a larger education push in the South Bay. San Diego State University has already inked a separate 10-year agreement at the Millenia site to house an accelerated, hybrid nursing program there. University and city leaders held a signing ceremony for that deal this spring, and San Diego State University has laid out details of the program and lease in its own news release.
At the state level, Assemblymember David Alvarez has backed AB 662 and related state budget funding, including 25 million dollars directed at the Millenia project, as part of an effort to build up a local higher education footprint in Chula Vista.
What comes next
While the library heads toward a summer opening, construction inside is not done yet. Tenant improvement work and final buildout for the lower-level education spaces are scheduled to continue in parallel with the main project, according to project pages on BuildSD.
Local planning documents and the city’s staff report list the Millenia Library’s address as 1775 Millenia Avenue and lay out the construction sequencing that carves out the lower level for education users like Launch and San Diego State’s nursing program.
City leaders call Sweetwater’s move into the building a small but highly visible step toward the larger University-Innovation District they have long promoted. District staff, meanwhile, say the lease will translate into more hands-on help for students who still prefer virtual classes.
