Ligonier Valley Police executed a search warrant at Barr's West Church Street residence and seized electronic devices, cameras and other recording devices. Officers say they recovered images of the victim who reported the allegations, along with multiple devices containing child sexual abuse material that included photos and videos involving male juveniles, the outlet's report notes.

Barr told investigators the material had been downloaded from the internet and claimed everyone depicted in the images was over 18, according to the same account. He also denied taking photographs of boys himself. Those statements stand in direct contrast to what police say they recovered from his devices, and the discrepancy remains unresolved pending further court proceedings.

Digital Forensics and Charging Details

A release issued on CrimeWatch by the Westmoreland County District Attorney's Office states that Barr is facing charges after an investigation into allegations of inappropriate contact with minors, and that a digital forensics examiner with the district attorney's office directly analyzed the seized hard drives and cameras to extract the CSAM files. The office built out an in-house digital forensics lab in 2022 specifically to speed up evidence extraction in cybercrime and child exploitation cases, as TribLIVE reported at the time. Additional charges remain pending as investigators continue reviewing the seized recording devices.

Under Pennsylvania law, possession of child sexual abuse material is classified as a third-degree felony on a first offense, carrying prison time and mandatory sex offender registration upon conviction, according to attorney Sean Quinlan of the Levenson Law Firm. Barr was taken into custody after being charged and was denied bail following his arrest. WPXI reports he was remanded to Westmoreland County Prison without bail, with a preliminary hearing scheduled for September 4.

The case is being investigated by the Ligonier Valley Police Department, the only regionalized municipal police department currently operating in Westmoreland County, formed in 2019 through the merger of the Ligonier Borough and Ligonier Township police forces. The department covers roughly 8,000 residents across a 93-square-mile jurisdiction surrounding the borough.
