
A 40-year-old Oxnard man was left in critical condition early Sunday after a Toyota Camry struck him as he tried to cross Oxnard Boulevard near Ninth Street, prompting officers to perform lifesaving measures at the scene before paramedics rushed him to the hospital.
According to the Oxnard Police Department, officers and medical personnel were dispatched at 4:58 a.m. Sunday to Oxnard Boulevard and Ninth Street following reports that a vehicle had struck a pedestrian. Officers arrived to find the man down in the northbound lanes of Oxnard Boulevard and began emergency medical care alongside responding paramedics, per the department's account. As reported by KEYT, the timeline places the crash squarely in the pre-dawn hours, when visibility along the busy corridor is typically reduced.
Police say the pedestrian, a 40-year-old Oxnard resident, had been attempting to cross from the east sidewalk to the west sidewalk of Oxnard Boulevard when he was hit by a 2001 Toyota Camry traveling northbound. He was taken to Ventura County Medical Center in critical condition. The Camry's driver, a 65-year-old Oxnard man, remained at the scene and was evaluated for signs of impairment; police say he is believed not to have been impaired at the time of the crash.
Road Closed as Investigators Process the Scene
Oxnard traffic investigators took over the case from patrol officers, and the department's traffic advisory noted that all lanes of Oxnard Boulevard between Eighth and Ninth streets were temporarily closed so investigators could process evidence at the crash site. The investigation remains ongoing, and police have not indicated whether any citations or charges are expected. A Legal Gray Area for Mid-Block Crossings
It remains unclear whether the pedestrian was crossing at a marked or unmarked location, but California law offers some context for how such crossings are treated. Under Assembly Bill 2147, known as the Freedom to Walk Act, officers cannot cite pedestrians simply for crossing outside a marked crosswalk unless a reasonably prudent person would recognize an immediate danger of collision, according to CalBike. At the same time, the California Vehicle Code still requires pedestrians crossing outside a crosswalk to yield to approaching vehicles, even as drivers retain an overarching duty to exercise due care for pedestrian safety, per GoSuits. Whether lighting conditions or sightlines at Ninth Street played a role in Sunday's crash has not been addressed by investigators.
Part of a Troubling Local Trend
The crash adds to what city data describes as an alarming pattern this year. The Oxnard Police Department's own traffic safety report noted that 11 of the 12 fatal traffic collisions in Oxnard in 2026 have involved vulnerable road users — pedestrians, motorcyclists, e-bike riders, or bicyclists. That mirrors a longer-term problem: the California Office of Traffic Safety ranked Oxnard fifth worst among 61 comparably sized California cities for total fatal and injury collisions in 2020, a year in which 72 pedestrians were injured or killed in the city. A 2024 report from UC Berkeley's Safe Transportation Research and Education Center pointed to ongoing community efforts in Oxnard to analyze crash data and recommend infrastructure changes aimed at making walking and rolling safer.
Oxnard Boulevard in particular has a troubled recent history. In a fatal incident on that same road, a 50-year-old man was struck and killed while lying in the roadway. Other recent Oxnard cases include a pedestrian critically injured near the Rose Ranch Shopping Center on East Gonzales Road, a 70-year-old pedestrian killed in a Valentine's Day incident involving two separate vehicles, and a hit-and-run in which police searched for a driver who fled after fatally striking a pedestrian. Sunday's crash remains under investigation, and the pedestrian's ultimate medical outcome has not yet been reported.
