A 30-year-old Vadnais Heights man is dead after a semi-truck made a sudden move onto the shoulder of Highway 371 and struck his motorcycle just before 4 p.m. Thursday in Shingobee Township, Cass County. Roy John Berger was run over by the truck after the collision forced his bike into a cable median barrier along the highway.

According to KSTP, the semi was traveling south on Highway 371 when it made a sudden maneuver onto the right shoulder toward Berger's motorcycle. State Patrol officials say the truck then ran over the motorcycle driver following the impact. Berger's motorcycle came to rest north of 66th Street after the crash, according to state records.

The driver of the semi, a 2013 Peterbilt hauling a 2015 GDN trailer, was identified as 33-year-old Timothy William Hall of Emlenton, Pennsylvania. State records show Hall was wearing his seat belt, was uninjured, and was not suspected of alcohol impairment at the time of the crash. What prompted his sudden move onto the shoulder remains an open question in the investigation.

Helmet, Sobriety Not a Factor for Rider

Berger was riding a 1999 Harley-Davidson FXDL and was wearing a helmet at the time of the crash, according to official state records. Road conditions were dry, and alcohol was not suspected to be a factor in his case either, ruling out two of the most common contributing factors in motorcycle fatalities.

The cable barrier that Berger's motorcycle struck is part of a statewide safety system Minnesota first introduced in 2004. The high-tension barriers now line more than 770 miles of multilane highways and are estimated by state engineers to be 95 percent effective at preventing fatal cross-median crashes, per the Minnesota Department of Transportation.

Investigation Led by State Patrol District 2800

The crash is being investigated by Minnesota State Patrol District 2800, based in Brainerd, with assistance from the Cass County Sheriff's Office. Post-mortem procedures were assigned to the Ramsey County Medical Examiner, and the official case file, ICR 26801002, was last updated Thursday.

Highway 371 is a major north-south freight corridor through Cass County that also carries heavy volumes of summer tourist traffic headed to the Brainerd and Walker area lakes, according to Minnesota Department of Transportation planning documents. State and regional planners have already targeted several segments of the corridor for safety improvements.

Part of a Deadly Summer on Minnesota Roads

Berger's death adds to a grim tally for Minnesota motorcyclists this year. Fatalities reached 37 by mid-July, a 50 percent jump over the same point in 2025, according to KARE 11. The state's Office of Traffic Safety has warned that deaths could climb to 90 by the end of the year if the pace continues.

Overall traffic deaths statewide reached 225 as of August 11, up from 212 at the same point last year, according to preliminary monitoring data from the Minnesota Department of Public Safety. The state recorded 363 total traffic fatalities in 2025.

Minnesota law does not require licensed adult motorcyclists to wear helmets, though protective eyewear such as goggles or a face shield is mandatory for all riders under state statute. The rise in fatalities has also followed a July 2025 change allowing motorcycle lane filtering, which lets riders travel up to 25 mph between lanes of stopped or slow-moving traffic, a shift state officials have urged drivers to stay alert to.

Berger's death follows other fatal motorcycle crashes on Minnesota highways in August, including an August 17 crash on Highway 71 in Stearns County that killed a 50-year-old rider returning from Sturgis. Late summer typically marks peak motorcycle activity across the state's rural highways.
