A 29-year-old Henrico man has been arrested in the shooting death of a Richmond man found lying in the road nine months ago, after a manhunt that drew in the FBI and a $15,000 reward. Kemonde Travis Daily was taken into custody Oct. 16 in connection with the Jan. 8 killing of Darryl Timothy Hines on Oakland Road, and a second man has now been charged as well.
Henrico County Police Division officers were called to the 1400 block of Oakland Road just before 5 a.m. on Jan. 8 after a report of a suspicious situation, according to WRIC ABC 8News. Officers found Hines lying in the roadway with apparent gunshot wounds, and he was taken to a hospital, where he later died, according to the Henrico Citizen. Hines was from Richmond. His age is reported differently across outlets: WRIC and the Henrico Citizen both put him at 38, while 29News reported he was 28.
Police identified Hines on Jan. 9, and it wasn't until Feb. 4 that investigators publicly named Daily as a suspect, per the Henrico Citizen's reporting. That gap stretched into months of searching before Daily, a Henrico County resident, was finally arrested Oct. 16 and charged with second-degree murder and possession of a firearm during the commission of a crime, per the Henrico Citizen.
Specialty Units Joined the Arrest Operation
The division said multiple specialty units and regional law enforcement partners assisted in bringing Daily into custody, though it did not release details on where or how the arrest happened, the Henrico Citizen reported. Police have also arrested Alexander Sykes, who has been charged with accessory after the fact of felony murder in connection with the case, according to the same outlet.
The search for Daily had drawn federal attention in the months before his arrest. The FBI had offered a reward of up to $15,000 for information leading to his capture, the Henrico Citizen reported. During the time Daily remained at large, police described him as approximately 6 feet 2 inches tall and 185 pounds, with brown eyes and black hair, according to a report from WTVR CBS 6.
Case Unfolds Amid Falling Homicide Numbers Countywide
The killing and lengthy search played out against a backdrop of declining violent crime in Henrico County. Total Part I violent offenses in the county are down 13% compared with the five-year average, and homicides fell 86% from 2024 to 2025, an 87% drop from the five-year average, according to Henrico County crime statistics.
