A 16-year-old is being held without bond at the Baltimore County Detention Center after Baltimore County Police say he raped and robbed a victim in Milford Mill earlier this month. The teenager now faces adult charges that carry the possibility of life in prison, even though he is too young to legally drive without a license restriction.
Special Victims Unit detectives arrested the teen in connection with a sexual assault that happened in Milford Mill on October 7, according to WBFF. He faces adult charges including first-degree rape, first-degree assault and robbery, the station reported. Baltimore County Police have said no additional information can be released because the suspect is a teenager, per the same report.
Police asked the community to help identify a person connected to the Milford Mill offense, according to Baltimore County Police Department

Why the Teen Is Being Charged as an Adult
The teen's adult charges stem from a Maryland law that leaves prosecutors little discretion in cases like this one. Under Maryland Code, Courts and Judicial Proceedings § 3-8A-03, juveniles aged 16 and older charged with first-degree rape, first-degree assault, or robbery are automatically excluded from juvenile court jurisdiction and must be charged initially as adults, according to the Maryland General Assembly. That mandate held firm even as the state reworked other parts of its juvenile justice system. Maryland's Youth Charging Reform Act took effect October 1, ending automatic adult court charging for offenses such as first-degree assault and theft, but it preserved mandatory adult court origin for first-degree rape, as reported by CBS News.
If convicted, the teen faces a maximum sentence of life imprisonment, since felony first-degree rape carries that penalty under Maryland Criminal Law § 3-303, according to the Maryland General Assembly. The defense retains one potential avenue to shift the case away from adult court: under Maryland Criminal Procedure § 4-202, attorneys for a minor charged as an adult can file a motion for a transfer hearing seeking to move the case back to juvenile court, per the Maryland People's Law Library. Whether that motion will be filed in this case is not addressed in available records.
Juvenile Housing at the Detention Center
While his case moves through the courts, the teen is being held at the Baltimore County Detention Center in Towson, a facility that maintains designated housing units for male juveniles aged 15 to 17 who are charged as adults, according to Uncuffed Ministries.
Not the First Case of Its Kind in the County
The Milford Mill case echoes an earlier one from the same police division. In August 2022, Baltimore County Police arrested a juvenile charged as an adult with rape and robbery following two consecutive nighttime attacks in neighboring Owings Mills, according to CBS News. The current case occurred in Milford Mill.
Baltimore County Police have not released further details on the Milford Mill case, citing the suspect's age.
