A 21-year-old Rochester man is facing manslaughter and other charges after police say he struck and killed an e-bike rider near West Ridge Road and Mount Read Boulevard, then drove away without stopping. Krishna Bir Magar, 41, died at Strong Memorial Hospital from injuries suffered in the crash, which investigators have linked to Charod Olison after tracking down the vehicle involved.
What Police Say Happened That Night
According to 13WHAM-TV, Rochester police say Olison was driving westbound when he attempted to pass another vehicle, drove onto the median, and struck Magar along with multiple signs before fleeing the scene. Olison was not immediately found that night, and investigators spent months working to identify the car and driver responsible.
Accounts of the rider's position have varied across local coverage. RochesterFirst reported that Magar was riding an e-bike on the sidewalk near West Ridge Road and Mount Read Boulevard on June 14. A separate report from 13WHAM said officers responded to West Ridge Road near Mount Read Boulevard around 8:50 p.m. on June 14, and that a westbound car struck an e-bike rider in the median before fleeing.
Tracking Down the Vehicle
Per the same RochesterFirst report, investigators eventually tracked the damaged Honda to a Bergen Street address and recovered it during a search after police executed a search warrant. Magar, meanwhile, had been taken to Strong Memorial Hospital, where he later died from his injuries.
The Monroe County District Attorney's Office presented the investigation to a grand jury, and Olison was arraigned on September 15 on an indictment warrant, the station notes. He faces second-degree manslaughter, leaving the scene of an accident resulting in death, and third-degree aggravated unlicensed operation, according to the same report from RochesterFirst.
Court Status and What Comes Next
Court records indicate Olison's next court appearance is scheduled for November 12. Those tracking the case can follow future appearance details through the New York State Unified Court System's WebCriminal lookup tool, which provides information on criminal cases with future appearance dates for selected New York State courts of criminal jurisdiction.
This is not the first fatal Rochester hit-and-run involving a cyclist to work its way through the courts this year. In February, Bruce Bugbee, 52, was sentenced to 2 1/3 to 7 years in prison for first-degree vehicular assault after police said he was driving drunk when his vehicle fatally struck 62-year-old Jerome Blocker at Norton and North streets before fleeing, according to 13WHAM-TV. New York State Police later found Bugbee and the vehicle at a home in Ontario County; he had initially faced charges of vehicular manslaughter, leaving the scene of an accident causing death, DWI and aggravated DWI.
The Magar case also arrives amid broader scrutiny of e-bike safety statewide. The New York Times reported that at least 28 people riding electric bicycles and stand-up scooters had died in crashes in New York City in 2026, the highest annual total by that point in the year, with hospitals also reporting a rise in injuries among riders of such micromobility devices.
