Topping the list is Pop Tacos. Located at 17 E. Cross St.. in Federal Hill, the Mexican-Korean fusion spot is the highest rated budget-friendly Mexican restaurant in Baltimore, boasting 4.5 stars out of 141 reviews on Yelp.

Pop Tacos crosses the Mexican taco with classic Korean flavors, such as Korean barbecue, all at a reasonable price. Menu items include tacos, burritos, quesadillas, burrito bowls and salads. The Korean side of the menu becomes apparent with the bibimbap dish that's available.

Yelper Teri P. said, "Favorite tacos. The Korean beef bulgogi tacos are my jam! Such a great unique flavor in the beef. Tacos are made in front of you, Chipotle-style, except you don't have to ask for double meat (plenty already!) and guacamole is included in the price!"

Erica K., who reviewed it last fall said, "Come here to pick up the best tortilla chips, freshly made tortillas and tacos in Baltimore. Depending on the time of day you stop by, you can actually see them making tortillas, which is a pretty awesome addition to the ambiance if you ask me."

Located at the back of a grocery store/meat market, the food counter is easy to miss if you're not looking for it. It serves up platters like carne asada, spicy pork enchiladas and chile rellenos. Seafood plates include shrimp cocktails and shrimp in a garlic sauce. There are also soups like the beef tongue, al pastor and chorizo.

Yelper Hiten P. wrote, "This place has an authentic, grungy feel. It's to the point — get some food, eat some food — without any decoration. It's hidden inside a more general grocery store. The food is great, plentiful and cheap."

5. Cinco De Mayo Restaurant

Over in Fells Point, check out Cinco De Mayo Restaurant, which has earned four stars out of 30 reviews on Yelp. Dig in at the Mexican spot by heading over to 1718 Eastern Ave.

The cheap Mexican eatery has a fairly wide menu, including breakfast plates, fajita platters, flautas, enchiladas, tacos, tostadas, quesadillas, seafood plates, soups, burritos, soups and more.

Take it from Yelper Anooj P., who had high praise for the restaurant: "My favorite Mexican place in Baltimore! ... My go-to is the spicy pork burrito, which is amazing. Great super spicy salsas, plus a delicious avocado sauce that come with the chips. Definitely a hole in the wall and always has the telenovelas on real loud, which adds to the authentic ambiance!"
