More than 430,000 postcards have been sent out to registered voters in the Fourth Supervisorial District, Fallbrook Public Utility District, and Rainbow Municipal Water District. The postcards serve as a reminder and provide important information regarding the upcoming November 7 special election, allowing residents of these districts to make informed decisions when casting their votes, according to the County News Center report.

The special runoff election for the Fourth Supervisorial District is set to fill the vacant seat for the remainder of the current term, which ends in January 2027. Concurrently, voters who live in Fallbrook Public Utility District and Rainbow Municipal Water District will have the opportunity to vote on a ballot measure.

Registered voters in these districts can expect to receive their official ballots in the mail during the week of October 8. The ballot packets will not only include the actual ballots, but also an “I Voted” sticker, voting instructions, and other crucial election information. Early voting begins on Monday, October 9, at the Registrar of Voters office in Kearny Mesa with operating hours running from 8 a.m. to 5 p.m. Monday through Friday. However, the Registrar encourages voters to take advantage of voting by mail to ensure a smoother voting process.

Following the Registrar's recommendation, voters can vote at home and return their voted ballot through mail, without the need for postage, or drop their completed ballots at any of the Registrar’s official ballot drop boxes around the county starting Tuesday, October 10. To ensure that the vote is counted, it is vital for voters to sign and date the ballot return envelope.

The convenience of voting by mail also extends to tracking the status of mailed ballots. Voters can sign up for “Where’s My Ballot?” to receive updates on the progress of their mailed ballots through the U.S. Postal Service.

In-person voting options remain available for those who prefer casting their votes directly. Several vote centers throughout the county will offer early voting beginning Saturday, October 28. These vote centers will maintain daily hours from 8 a.m. to 5 p.m. up until the final day of voting on Tuesday, November 7. On election day, all vote centers will remain open from 7 a.m. to 8 p.m. to accommodate last-minute voters.
