New Partnership Aims to Promote Emergency Services Accessibility in Massachusetts, Including BostonSource: Massachusetts Emergency Management Agency

Earlier today, the Massachusetts Emergency Management Agency (MEMA) and Massachusetts Office on Disability (MOD) signed a memorandum of understanding, formalizing a partnership to ensure that individuals with disabilities and medical conditions receive adequate access to services during emergencies. This joint effort focuses on promoting equity and accessibility during all phases of emergency management, from planning and preparedness to response, recovery, and mitigation according to Massachusetts Emergency Management Agency.

The Centers for Disease Control and Prevention said, around 25% of adults in Massachusetts live with a disability. As part of this new agreement, MOD will serve as subject matter experts for MEMA and local emergency management personnel, ensuring compliance with the Americans with Disabilities Act and assisting in access and functional needs planning according to Massachusetts Emergency Management Agency.

Governor Maura Healey praised the initiative, stating, “Our Administration remains dedicated to ensuring all policies and practices center on our deeply held values of equity, inclusion, and accessibility.” Lieutenant Governor Kim Driscoll echoed this sentiment, stressing the importance of inclusive emergency management and a whole community approach to successful preparedness, response, and protection from potential hazards as stated in Massachusetts Emergency Management Agency article.

As MEMA Director Dawn Brantley observed, “A disaster can impact anyone, but we know that nearly all disasters disproportionately impact individuals with disabilities.” By formalizing their partnership, MEMA and MOD aim to address this disparity, ensuring that the needs of the disability community are represented in operational plans according to Massachusetts Emergency Management Agency.

The cooperative effort also extends to other platforms, such as the Massachusetts Population Vulnerability Data Map - an interactive resource available online in the MEMA Geospatial Resource Center. Through this map, impacted communities can be quickly guided and assisted during emergencies.

Residents with disabilities or medical conditions are also encouraged to explore resources provided by the State 911 Department. One such resource is the Massachusetts Disability Indicator Program, which alerts first responders to unique safety, communications, and other needs that may arise in the case of an emergency. The Massachusetts Equipment Distribution Program (MassEDP) is another valuable resource, supplying specialized telephones to eligible individuals according to Massachusetts Emergency Management Agency.
