
Billionaire Justin Ishbia has decided to donate $3 million to the Winnetka Park District for the beach project. But the donation's arrival near the shores of the long-contested land swap between the Park District and Ishbia has generated both praise and skepticism over its purpose. A complex web of litigation and unresolved issues—both past and present—surrounds the offer.
It has been three years since the land swap deal between Ishbia and the Winnetka Park District was signed, ultimately remaining unexecuted to this day. According to the Chicago Tribune, the billionaire's $3 million donation would be added to the $10.5 million that has already been allocated by the Park District for phase one of the updated plans for Elder and Centennial beaches. With the necessary funds in place, the Park District could also finally move forward to complete phase two as well.
However, several obstacles remain. The Park District's long-range goals may still be hindered by Ishbia's unwillingness to complete the land swap, a necessary action to create one contiguous beach. Meanwhile, the Park District itself faces litigation for its role in the deal. Legal entanglements and unresolved issues continue to make the possibility of a contiguous beach elusive, prompting some to question if the $3 million donation is genuinely meant to serve the community's best interests.
As reported by the Chicago Tribune, Ishbia has stated that his motivation for the donation is to support the community, since he and his family plan to move to Winnetka once their $43.7 million home south of Centennial is completed. However, while executing the land swap required for phase three of the beach project remains, in the words of Winnetka Park District counsel Adam Simon, “dormant,” some Park District members remain skeptical about the future of this deal—even with Ishbia's generous donation.
In response to the $3 million gift, Commissioner Colleen Root expressed her skepticism, stating, “To me, it means the agreement is dead and it’s time for us to say goodbye. I’ll hold my tongue about the $3 million. We’ve had a lot of promises over the last three years.”
Meanwhile, Ishbia has insisted in an interview with Crain's Chicago Business that his donation has “no strings attached” and that the contentious land swap issues are not correlated with the donation. Furthermore, he has expressed hope that his gift to Winnetka will enable the community to enjoy the upgraded beaches and park facilities sooner rather than later.
