In a significant move, the City of San Ramon welcomed Scott Koll as the city's new Deputy City Managertoday, taking on a key leadership role. Koll carries with him nearly two decades of local government experience, most recently serving as Deputy City Manager for the City of San Leandro. City Manager Steven Spedowfski expressed his enthusiasm for Koll's arrival, noting that Koll's background and expertise would "be a wonderful addition to the City’s team", according to the City of San Ramon's official announcement.
Koll's journey in local government first began in 2003, as a Community Services Officer in Roseville, CA. In the years that followed, he rose through the ranks to become a Supervisor and gained invaluable exposure to a diverse range of fields such as criminal forensics, municipal legislative advocacy, and financial management.
Koll continued to enhance his career by moving to the Bay Area in 2015. Upon his arrival, Koll joined the City of San Leandro as its first Police Business Manager, managing a staggering $40 million budget and undertaking the responsibility of overseeing various Federal and State grants. In 2017, Koll's talents were recognized, and he began offering his expertise to the Finance Department to assist with budgeting and special projects.
With a proven track record in financial management, Koll was then appointed as San Leandro's Financial Services Manager in February 2021 following the retirement of the City's former Budget Manager. In this capacity, he played an instrumental role in developing the city's biennial budget and efficiently managing its approximately $200 million operating budget. This position also required Koll to manage the City's risk management program successfully.
Koll's expertise and dedication did not go unnoticed, leading to his promotion as Deputy City Manager with San Leandro in 2022. His responsibilities expanded to include oversight of the City’s parking, sustainability, emergency preparedness, and risk management programs. Demonstrating his versatility, Koll also served as Acting Finance Director and then Acting Recreation Director during his tenure in San Leandro.
Despite his impressive professional achievements, Koll maintains a strong connection to his roots as an educator of English Literature and Philosophy courses in Minnesota, where he was born and raised. He holds Bachelor's degrees in both subjects and went on to obtain a Master's of Public Affairs (MPA) degree from the prestigious University of California, Berkeley.
Scott Koll's extensive experience, combined with his passion for public service, makes him a welcome addition to San Ramon's leadership.
