
In the Boston neighborhood of Dorchester, registered sex offender Lucio Tomar, 38, was accused on October 6th of exposing himself to a woman waiting for a rideshare, as reported by WCVB.
Tomar's recent encounter occurred on Clayton Street, followed by another reported incident on October 9th on Crescent Avenue. Despite a witness trying to help, officers were able to apprehend him after the second incident, NBC Boston stated.
Being a level 3 sex offender, Tomar carries a high risk to re-offend. This leads to queries about how he continually managed to commit these offenses. The Suffolk District Attorney's office provided information about Tomar's long history of offenses, dating back to 2006.
Suffolk District Attorney Kevin Hayden expressed deep concern via a statement. "Although there was no physical harm, the disturbing and lasting impact on the victim is significant. This individual's repetitive inappropriate behavior has inflicted serious emotional trauma — endangering the community and himself," according to Boston 25 News
The pattern of Tomar's offenses highlights possible weaknesses on the system that allowed him to repeatedly offend. It's time to consider new approaches aimed at the rehabilitation of offenders, while also improving community safety and protection.
Tomar is set for court appearance on November 10th.
