This ambitious plan aims to balance the $161 million budget shortfall without imposing additional financial burdens on the county residents, according to the Chicago Tribune.

Dealing with labour shortages, Preckwinkle's plan removes numerous unfilled job vacancies in the county health system. There are currently about 4,650 countywide positions vacant, and health authorities are launching several initiatives to address the healthcare labour shortage.

The county also aims to commit $10 million to support asylum-seekers' health care and transportation costs who have arrived in the Chicago area within the past year. This form of assistance showcases Cook County's outreach to help those in need.

Funding for the plan's programs, to a great extent, will come from federal pandemic relief funds provided by the American Rescue Plan Act (ARPA), which needs spending by 2026. Preckwinkle is actively trying to find alternative sources of finance to sustain these initiatives.

Despite this optimistic outlook, Cook County must also prepare for a declining revenue from sources such as cigarette and gas tax dollars, according to WBEZ Chicago. As 2024 approaches, the robustness of the county's economy to adapt to these changes remains to be seen.

Preckwinkle's 2024 budget includes further finance proposed for the county's Equity Fund. This fund, which is now set to reach nearly $130 million, aims to create a more equal society by investing in affordable housing, behavioral health, and public transit affordability.
