Yesterday, October 25, 35-year-old Elkanah Asher—a registered sex offender in Kankakee County, Illinois—was ruled a Sexually Violent Person, Attorney General Kwame Raoul confirmed. Judge Kara Bartucci's order will result in Asher's transfer to the custody of the IDHS, completing the process aimed at reducing further societal harm.
In 2009, Asher received a three-year prison sentence for sexually assaulting a 14-year-old girl. He served another five years in 2018 for a similar act against an 11-year-old girl. Asher's record also includes convictions of harassment, disorderly conduct, and hate crime. Due to his extensive criminal past, particular attention is essential for societal protection.
As specified in the release, conviction as a Sexually Violent Person requires a sexually violent offense history and mental disorder diagnosis.
Attorney General Raoul stated, "This offender represents a significant risk to women and children, and this ruling will deter him from inflicting harm."
