Legendary civic leader and the man at the helm of Houston's Taskforce on Police Reforms, Laurence J. "Larry" Payne, has passed away. His death sparked a profound sense of loss throughout Houston, with Mayor Sylvester Turner issuing a heartfelt statement lauding Payne's myriad contributions to the city on Sunday, according to the Mayor's Office.
In his statement, Mayor Turner remembered Payne as "a civic leader, a facilitator, educator, mentor, and personal friend." For more than three decades, Payne was the go-to person for Houston's mayors needing guidance on various key initiatives or assistance in navigating the turbulent waters of conflict resolution. Notably, during the nation's time of unrest following the murder of George Floyd, it was Payne whom Turner entrusted to chair the Mayor’s Taskforce on Police Reforms. "Very few people anywhere in this country could have successfully facilitated a consensus with 45 people representing community activists, police officers, labor, business, faith, and nonprofit leaders," Turner said, acknowledging the sweeping acceptance of the 104 reforms Payne helped steer into place. This marked a critical juncture in Houston's history as the city grappled with the clamor for justice and systemic change.
