
The Port of San Diego Board of Port Commissioners announced new regulations to enhance public safety along the city's waterfront. These updated regulations support responsible pedicab owners and operators while addressing public safety risks surrounding motorized mobility devices (MMDs) such as electric bicycles, scooters, and hoverboards.
Establishing the implementation date as of December 14, these regulations outline where MMDs and pedicabs are allowed to operate, understanding that public safety is a priority. MMDs are restricted to roadways, parking lots, bike lanes, and streets; they are clearly prohibited from sidewalks, promenades, multi-use pathways, nature trails, piers, plazas, parking garages, parks, and peers. Pedal-only pedicabs, however, may operate on specific mixed-use sidewalks and pathways. Additionally, starting February 15, all pedicabs on Port property must comply with a Pedicab Operating Agreement, which includes adherence to a Code of Conduct as stated by the Port of San Diego.
To hastily ensure compliance, Port will designate separate routes for motorized and pedal-only pedicabs while also specifying staging areas for pick-up and drop-offs. Non-compliance with these regulations may lead to fines of up to $5,000 per violation and the possible suspension or termination of an operating agreement.
The public is encouraged to report complaints regarding pedicabs. Port staff will implement a reporting system to monitor complaints and regularly review the operation status of pedicab owners and operators through quarterly meetings, therefore maintaining transparency and cooperation.
Furthermore, the newly introduced regulations will tackle some specifics of the pedicab experience. Prohibiting amplified sound and music. It mandates that pedicab rates must be prominently displayed inside and outside the vehicles. It also requires individuals under 18 to wear a helmet while operating an MMD and bars those under 16 from operating these devices.
Exceptions have been made for ADA-compliant mobility devices and licensed Segway tour operators, ensuring those with mobility disabilities are accommodated in sidewalk areas.
