
A former Massachusetts teacher has confessed to the egregious act of sexually exploiting children he was meant to help. Michael Sebastian, 56, admitted to the charges of engaging in illicit sexual conduct in foreign places. The Lynn resident took a guilty plea today, as reported by the Justice Department. Once a teacher in Laos, Sebastian exploited his position to venally abuse children under the guise of providing them shelter and education.
Caught by authorities after his return to the United States in July 2020, Sebastian was subsequently indicted by a federal grand jury the following month. According to documents released by the court, during his time in Laos, Sebastian had orchestrated a predatory scheme where students performed household "chores" that sadly included giving the then-teacher massages, often while he was naked, and included interactions of a deeply inappropriate sexual nature.
Acting United States Attorney Joshua S. Levy, in a statement obtained by the Justice Department's news release, expressed the government's determination to protect children, stating, "Mr. Sebastian ingratiated himself into a position of trust and then manipulated his relationships to exploit vulnerable minors who sought refuge and education. His horrific conduct is a parent’s worst nightmare." Justice seems imminent as U.S. District Court Judge Denise J. Casper has set the sentencing for March 28, 2024, with Sebastian facing up to 30 years in prison among other penalties.
FBI Special Agent in Charge, Jodi Cohen, highlighted the breach of trust inherent in Sebastian's actions, as he "finally admitted to exploiting impoverished children in a foreign country and betraying their trust." The case underscores the FBI's commitment, stretched beyond American borders, to pursue justice for such vulnerable victims, as revealed by the Justice Department.
This grievous case was a part of Project Safe Childhood, a national initiative started by the Department of Justice in May 2006 aiming to combat child sexual exploitation and abuse. Assistance in the investigation came from numerous quarters, including the FBI's Legal Attache in Bangkok and the Boston FBI's Child Exploitation Human Trafficking Task Force. Assistant U.S. Attorneys and DOJ trial attorneys are working in unison to bring this prosecution, sending a clear message to predators everywhere: such exploitation will meet with relentless pursuit and justice.
