Moscoso indicated that the vehicle seemed to have been stolen. Adding to the gravity of the situation, the man is believed to potentially have outstanding warrants.

After hours of tension, the scene was cleared and the roads reopened. As of yet, the man's identity has not been publicly released and the full extent of the charges awaiting him is unclear.
