Not even the roads were spared, with closures rampant across Mission Valley and further afield, driving residents to seek higher ground.

Urging residents to remain off the roads unless necessary, the city aims to minimize risks and streamline the efficiency of emergency operations.
Assistance has been swift for those displaced by the flooding, with emergency shelters cropping up to provide temporary solace. The Red Cross opened the doors of Lincoln High School overnight, while the Golden Hill Recreation Center stood by to welcome those displaced until 9 p.m. Monday. For those without a roof over their heads even before the flood, the City's Inclement Weather Shelter Program ensured that beds awaited at designated locations.
Despite the relentless weather, sandbags were made available by the city, a lifeline to residents desperate to shield their properties from further damage. Limited supplies awaited collection at recreation centers strategically positioned throughout the city's districts, each location a beacon of proactive defense for its community. Yet, as the city's update detailed, even key facilities like the Central Library and San Diego Police Department front counters were not immune to the flood's indiscriminate reach, finding themselves shuttered amidst the chaos.
