
Constables in Harris County snagged a suspected drunk driver found slumbering in his crashed car. As per the constables' account, cited on the official Facebook page of Precinct 4, they were summoned to the scene of a solo car wreck on January 17, in the block of 6700 Spring Stuebner Road.
The arriving deputies chanced upon the driver, one Armando Monterrosa-Mendez, who appeared disoriented and undeniably intoxicated as he napped behind the wheel, they say. It was when the deputies tried to assess his sobriety with standard tests that Armando Monterrosa-Mendez reportedly stumbled, expressing a clear refusal to cooperate and abstaining from both the field sobriety exercises and the provision of breath or blood specimens, which prompted the deputies to seek a warrant—securing it to collect a blood sample.
Constable Mark Herman's office later offered a succinct encapsulation of the situation, with Herman stating on Facebook, “Armando Menterrosa Mendez was arrested and booked into the Harris County Jail, charged with Driving While Intoxicated. His bond was set at $100.00 out of County Court 16.”
