
Maricopa County has sworn in Russ Skinner, a veteran of more than three decades with the local sheriff's office, as the new sheriff following Paul Penzone's resignation. Skinner, who was appointed by the Maricopa County Board of Supervisors, will be at the helm until county residents cast their votes for a new sheriff in November 2024. "Sheriff Skinner has served under sheriffs from both political parties, including his most recent six-year tenure as chief deputy for Sheriff Penzone," Chairman Jack Sellers said, emphasizing the board's focus on stability and results, as reported by Maricopa County's official news release.
Skinner has intentions to run as a Democrat despite being a registered Republican for 36 years. In an about-face, he changed his party affiliation one day after Penzone announced his departure. During a press conference, Skinner outlined his goals, stating, "I'm committed to making sure we continue to move the needle forward for the requirements of that court order," referring to the ongoing reforms within the department connected to a racial profiling case. "I'm here to be a qualified law enforcement professional and hopefully drive this department forward," he told attendees, as reported by 12 News.
Skinner's experience speaks volumes as he takes the reins; his 33-year-long career has seen him rise from deputy to chief deputy, where he managed a staff of 4,000 and a budget of $507 million. His leadership extended to overseeing security for major events and tackling various crises, including the recent fentanyl epidemic. "This appointment provides certainty and continuity of leadership at the Sheriff’s Office, which benefits not only the residents of Maricopa County but Sheriff Skinner’s fellow law enforcement colleagues who work hard to keep the community safe," Vice Chairman Thomas Galvin remarked, highlighting Skinner's proven leadership in a statement obtained by Maricopa County's official publication.
In efforts to to progressively march towards full compliance with the court-ordered reforms, Skinner has expressed his devotion to enhancement of law enforcement services, affirming his dedication to driving educational initiatives and mental health programs. Supervisor Bill Gates voiced his support, "I could not think of a better person to take over as sheriff," citing Skinner's commitment to community safety. He particularly lauded Skinner's background in elections security, which he believes will greatly serve the county especially during the critical election cycle, as per Maricopa County's announcement. Skinner's appointment is a clear message of priority, continuity, and a push for reformative approaches within Maricopa County's law enforcement landscape.
