These underhanded tactics didn't go unnoticed, as victims, largely vulnerable Spanish and Cantonese speakers, suffered from their cars being towed unlawfully from a bank parking lot in the Portola neighborhood.

The process to formally bar contractors from City contracts, known as debarment, can drag out and necessitate an administrative hearing. Nevertheless, San Francisco's legislation enacted in 2020 allows the City to more quickly lay down the hammer and suspend contractors accused of relevant crimes, a move Chiu didn't hesitate to apply once the owners were criminally charged. The suspended party list includes Auto Towing, LLC, Jose’s Towing, LLC, and Specialty Towing and Recovery, Inc.
