In a notice released early Thursday, the police described an offender as a male African American, estimated to be between 18 to 20 years old, standing anywhere from 5'09" to 6'00", and weighing around 160 to 190 pounds. He has long dreads, donned a cream-colored hooded sweatshirt with red writing, and carried a backpack marked with black and yellow straps, according to the police description.
