Manchester Police have issued a warrant for 26-year-old Halie Drouin, wanted on two counts of endangering the welfare of children, authorities say.
The charges trace back to a January incident when cops arrived at Drouin's home after a domestic violence call, she had fled the scene leaving behind her husband, John Smart, 31, and their two children, during the welfare check officers described the apartment's conditions as "deplorable and unfit for children," citing trash strewn about, rotting food everywhere, easily accessible open alcohol containers, and an infestation of cockroaches and other bugs, the place also had no electricity and reeked of cat waste.
Smart was arrested at the scene on an active warrant for similar counts of child endangerment. Subsequently, the children were taken to a hospital for assessment due to the unhealthy conditions, and the Division for Children, Youth, and Families was brought into the case.
