
After a four-month manhunt, authorities have finally slapped the cuffs on the man they say pulled the trigger in a fatal November shooting. Richard David Simms, Jr., 30, was nabbed on Tuesday in connection with the homicide of Nicole Davis in Portland's Parkrose Heights neighborhood. He now faces charges including Murder in the Second Degree, as Oregon law enforcement closed in to make the high-stakes arrest.
The operation to safely apprehend Simms was multi-pronged, involving the Portland Police Bureau’s Special Emergency Reaction Team, Crisis Negotiation Team, and Enhanced Community Safety Team. These coordinated efforts have led to swiftly bringing Simms to justice, and he was booked into the Multnomah County Detention Center, Portland Police reported.
The tragic event that precipitated these intense manhunt efforts unfolded on the afternoon of November 22, 2023, when Davis met her untimely end. At around 4 p.m. that day, she was shot and killed, jolting the Northeast Portland community. Police identified Simms as their prime suspect, which eventually led to the issuance of a second-degree murder warrant for his arrest, signaling just how deeply the tentacles of this investigation had to stretch to wrap around a suspect who had remained elusive for months.
Residents in the area have been looking over their shoulders since that dark day, but the recent arrest may offer a semblance of closure, at least to some degree.
