Eyewitnesses described a chilling encounter at the Reserve at Riverdale apartments, where Ragland was seen arriving with a woman who proceeded into the building; meanwhile, Ragland remained outside until he was confronted by two men emerging from the same building, moments before he uttered "You got me" and was shot.
