Rob Matwick, the Rangers’ executive vice president of business operations, underscored the stadium's transformation in a commitment to maintain the facility's utility. "When we were campaigning for the new ballpark, part of our commitment is we’d keep Choctaw Stadium intact and find ways to engage the space,” Matwick said, as per the City of Arlington, Texas.

The introduction of El Tiempo comes as part of a broader effort to revitalize the Choctaw Stadium area and enrich the local community with new business ventures and entertainment options.
