According to a statement obtained by the City of Houston's newsroom, beginning April 1, single-family residential customers will begin to see a set usage figure on their water bills that reflects average consumption, sidestepping catastrophic billing errors that have plagued the city in the past. This measure promises to help prevent unexpected spikes in residents' bills while Houston Public Works upgrades its meter reading technology.

In efforts to quickly replace malfunctioning remote meter reading devices, the city expects to install around 125,000 new units citywide; however, they plan to first fast-track replacements for devices deemed inoperable. Mayor Whitmire told the City of Houston in an interview, "I promised Houstonians transparency and common sense to address the water billing problems plaguing our residents. Today, I’m keeping that promise. My administration has spent the past few months analyzing the challenges customers faced and designed a solution to charge people only for what they have used." Customers with existing, functional upgraded devices can expect to transition back to actual usage billing by August 2024, with a 60-day notice period preceding the switch.

To further empower users, the City of Houston is launching a new online platform available at improvewaterbills.org. This dashboard will provide a transparent view of customers' water accounts and information on the status of their meter's remote reading device. In addition, the city is expanding customer service options, with in-person and virtual appointments now available on Tuesdays, Wednesdays, and Thursdays for bill-related inquiries.

Augmenting the service experience, Houston officials are also bringing new quality control measures to alert to potential billing inaccuracies and simplifying the resolution process. Streamlined relief request forms and redesigned utility bills aim to genuinely make understanding and managing water costs easier for Houston residents. On March 20, City Council took action to repeal City Ordinance 47-72, facilitating swifter and more accurate adjustments to customer accounts, as reported by the City of Houston's newsroom. Mayor Whitmire emphasized the city's commitment to the overhaul: "My Administration understands this overhaul will require additional resources to implement. I look forward to making significant progress, as we provide lasting improvements for our community."
