
Dallas is taking a strategic turn, with Interim City Manager Kimberly Bizor Tolbert shaking up the administration by introducing a new Chief of Strategy, Engagement, and Alignment (CSEA). In an announcement that has locals talking, Tolbert whips up a reinvention of city bureaucracy, saying goodbye to the old Chief of Staff position in favor of this fresh, results-driven role. A former television reporter and public relations pro Elizabeth Saab has been handed the baton as the first to take on the role, with her sights set on kick-starting her duties come Tuesday, May 28.
In her new capacity, Saab will be the glue binding the executive management team to Tolbert's aspirations, implementing process improvements and knocking down barriers to efficiency at Dallas City Hall. The CSEA will not just be about internal housekeeping, it is envisioned as a beacon of external engagement too, fostering clearer communication, leveraging stakeholder insight, and pooling outside expertise. Tolbert has put faith in Saab to navigate this critical junction, rolling out initiatives that will be the yardstick for the city's performance, "During this transformative time, we have a unique opportunity to reimagine our approach to driving immediate tangible results," Tolbert said, as per the City of Dallas.
Saab isn't new to the Dallas scene, her thirty-plus years as a resident and previous stints at the Dallas Police Department and in the Office of Economic Development graced her with a nuanced grasp of the city's pulse. Her comeback to City Hall positions her as a key player in Tolbert's strategic offensive. "As a Dallas resident for over 30 years, I'm eager to support such a dynamic and innovative leader as Interim City Manager Tolbert has proven to be," Saab said, according to the City of Dallas.
The new CSEA role is a testament to Tolbert's forward-thinking resolve to sharpen the city's processes. Tolbert, no stranger to city affairs herself, is known for her Service First mantra and the urgency of seizing the Now. Saab's resume is well-furnished – with her leadership roles spanning communication and legislative affairs, as well as having a masterful hand in McKinsey & Company's external relations team. Her tenure in Dallas marked by significant initiatives like the City’s Census 2020 outreach campaign, stands as homage to her capability to steer this new initiative towards success.
